UHA Salaries
In order to bring the University into compliance with federal requirements it will be necessary to budget all faculty clinical practice salaries, along with any salaries of UHA employees in the contractual/consortium line item of budgets rather than under the personnel line item. This change will be effective with all February 1, 2005 submissions. The previous budgeting approach (to include UHA salaries in the personnel line item) is a violation of the NIH policy regarding Clinical Practice Compensation and conflicts with federal cost standards (budgeted as personal services but expended as contractual costs).
Following are several institutional assumptions FYI:
- The proposed percentage of effort by an investigator on a proposal will be calculated the same for each component of salary. For example, if a PI is paid 20% of base salary from state funds and 80% via UHA then for the purposes of the proposal 20% of the state salary will be charged directly to the grant in the personnel category and 20% of the UHA salary will be charged via the contractual arrangement (Rationale: to maintain some semblance of order in WVU's effort reporting system).
- Only the WVU fringe benefit rate approved at the time of submission will be used for the UHA salaries until such time as UHA provides the detail necessary to support charging its rate(s).
- UHA and WVUH employees working on a project will fall under two separate consortium arrangements.
- The split between UHA salaries and WVU salaries will be reflected in ALL proposals - not just the NIH.
Standard Language For The Budget Justification Page
(Should be used as the introduction to personnel detail when clinical faculty are involved.)
"The institutional base salary for clinical faculty at the West Virginia University (WVU), Robert C. Byrd Health Scienes Center is comprised of a clinical component (i.e. Practice Plan) and a State component.
The clinical component is paid directly to the faculty member via the practice plan from the University Health Associates - which is a separate entity from WVU. Therefore, for the purposes of this application, only the State component and associated percentage of effort are reflected in the personnel category. The clinical component is reflected in the "other expense" category. The clinical faculty are noted below by an asterisk (*)."
(Introduction prior to consortium detail on modular budgets should be as follows:)
"West Virginia University Medical Corporation d.b.a. University Health Associates - as noted above, the percentage reflected in this section is the clinical salary component of the base salary and associated fringe benefits for clinical faculty noted below by an asterisk (*)."
