Announcements
Terrance Burton reported that Ken Orgill, WVU CIO, would not be leaving
his position as previously announced. He has made a commitment to remain
at WVU for another three years.
Frances O’Brien, the newly appointed Dean of Libraries, will begin her
duties at WVU on June 16, 1999.
The WVU Libraries proxy server has arrived.
New IAIMS Web Page
Terrance Burton announced that the updated IAIMS web page has been posted.
It can be found at the former address, http://www.hsc.wvu.edu/iaims/. Hongxia
Ma from Academic Technologies redesigned the web page for IAIMS.
IAIMS Newsletter
The first issue of the IAIMS newsletter has been produced and can be
found on the IAIMS web page at http://www.hsc.wvu.edu/iaims/iaims_news.htm.
HSC Web Page Update
Efforts to redesign the HSC front page were discussed. Multiple staff
members from two different organizations (Academic Technologies and WV
Consult) have been involved in the redesign process. Program Team members
expressed concern that this arrangement may lead to duplicate efforts.
Discussions of the approaches used by Amir Ramezan (Academic Technologies)
and Alex Yohn (WV Consult) resulted in the realization that the two were
tackling the issue in different manners. Although both had started interviewing
Focus Team Leaders to gather ideas for the toolboxes for the web pages,
each was collecting different information. Alex is mapping the relationships
between various HSC schools, departments, and programs and identifying
the web-based resources these units desire. Amir is exploring various looks
for the web pages.
To help ensure that the efforts to redesign the HSC web presence remain
on track, Amir Ramezan, Alex Yohn, and Terry Burton will meet to plot their
continued strategy.
Next Meeting
The next Program Team meeting is scheduled for Tuesday, July 13 at 3:00
in the John E. Jones Conference Center.

IAIMS Program Team
Membership
Terrance Burton introduced Amir Ramezan,
Director of Operations, Academic Technologies as a new member of the Program
Team. Mr. Burton commented that a replacement for David Swartz had not
yet been confirmed.
Support for Integration
Terrance Burton summarized his recent
meeting with Dr. D’Alessandri about IAIMS. Dr. D’Alessandri is committed
to integration of systems and anticipates a single CIO some time in the
future. He believes that information technology is distinct from information
resources and that IAIMS should focus on what we need to do, rather than
the technology which will let us accomplish our goals.
IAIMS Program Status
Valerie Frey-McClung reported the
continuation application was submitted prior to the April 1, 1999 deadline.
No problems are anticipated with the non-competing renewal of grant funds.
Ms. Frey-McClung noted that work
on the IAIMS newsletter is underway and that the first issue would be released
in both print and electronic versions. The newsletter will be published
quarterly. Program Team members suggested a mass mailing of the first newsletter
and recommended that a link in the e-mail announcement take readers directly
to the newsletter on the IAIMS web pages.
IAIMS Objectives
and Timeline
A revised timeline with IAIMS objectives
was distributed. One key objective is the planned submission of the implementation
proposal to NLM by Feb. 1, 2000, which will require that a draft be available
for review by October 1999.
The new timeline includes deliverables
specified in the planning grant: newsletter, toolbox web pages, and required
planning documents.
Focus Team Findings
and Working Groups
Key findings from the Focus Teams were distributed. Mr. Burton reported
that as a next step working groups would be established to develop projects
from the findings of the Focus Teams. He anticipates these working groups
to correspond to the domains covered by the Focus Teams: research, education,
administration, and patient care. In addition, a fifth working group may
be established to tackle infrastructure issues. Focus Team leaders were
asked to chair the working groups.
The working groups would assess existing information needs, as well
as identify and assign priority to short (one-two year) and long-term (five-seven
year) projects designed to ameliorate existing needs. In addition, these
working groups would identify policy issues relating to information management
in their specific domains, e.g., research or patient care.
Program Team members determined the first project to tackle would be
the toolbox web pages. Academic Technologies will maintain the web pages,
which will replace the existing front page for the HSC. The Research Working
Group is expected to take the lead in developing the toolbox web pages,
but input on the specific tools required by each domain is expected. For
example, the Education Working Group would identify the specify tools educators
would value on a web page designed for their use.
A draft version of the toolbox web pages is expected to be prepared
by June 1, 1999.
WVU Information Technology Strategic Plan
The site where the WVU IT Strategic Plan is posted was announced: http://www.wvu.edu/~cir/master.html.
This document is a work in progress.
Projects in Process
Terrance Burton announced several projects across the HSC that are underway
or anticipated including, web pages for Bone Marrow and Breast Care on
the WV Consult server, HS Library’s electronic document delivery project
(targeted for summer), Medsite, MD Consult trial, the next round of laptops
for medical students, and the likely choice of GroupWise for the HSC, since
it was selected by WVU. WVUH and UHA have selected Microsoft Outlook.
Next Meeting
The Program Team meeting scheduled for Tuesday, May 18 will not be held.
Instead, Ann Olsen, Director of Medical Center Information Management from
Vanderbilt University will return to return to lead a structured program
on developing IAIMS strategic themes. The tentative date for this session
is Thursday, May 20. An afternoon working session followed possibly by
a dinner meeting is anticipated.

IAIMS Leadership
James Hackett
announced the reorganization of the IAIMS Program leadership. Effective
immediately,
Terrance Burton has been appointed PI of the program. Marie Steelman will
join the program
in the summer and Valerie Frey-McClung will continue her role in
managing the
project. Mr. Hackett discussed his meeting with Frances Johnson, IAIMS
Program Officer,
in late January. Ms. Johnson has granted the IAIMS Program expanded
budget authority
and will authorize a no-cost extension of the IAIMS planning effort, if
it is
requested.
The extension would permit the planning effort to continue through April
30,
2001. In addition,
Ms. Johnson extended the due date of the continuation application and
progress report
by one month to April 1, 1999. Ms. Johnson also recommended that we
delay the
submission of our implementation proposal.
Mr. Hackett
reported that he had met with Edna Bruehl to discuss the IAIMS Program.
He
noted that
she agreed to re-engage the Clinical Enterprise in the IAIMS Program.
Mr. Burton
noted that IAIMS would no longer strive to submit an IAIMS implementation
proposal by
June 1, 1999. Likely dates for submitting the implementation proposal are
either Oct.
1, 1999 or Feb. 1, 2000. The initial focus will be on completing the continuation
application.
Key personnel named in the grant will be contacted to confirm their
commitment
to the IAIMS Program. In addition, they will be asked to provide a list
of active
grant funding
that supports their research endeavors. This information is needed for
the
continuation
application.
Mr. Burton
reported the IAIMS briefing for CEOs and CIOs scheduled for March 1 will
still
occur. Furthermore,
once the continuation application has been completed, IAIMS will
produce and
distribute a newsletter within a month.

Executive Summary/CIO Briefing Report
Rusty Russell discussed the Executive Summary, which was culled from
the Focus Area Group Reports, Program Team meeting minutes, and personal
interviews. The Executive
Summary formed the basis for the CIO briefing that was provided for
James K. Hackett and Edna Bruehl on Dec. 9, 1998.
The two CIO’s concurred with the synopsis provided in the Executive
Summary and the proposed timeline
for completion of the planning process. They characterized the Executive
Summary as containing no suprises. In addition, the CIO’s stated that existing
members of the Program Team would be aware of, if not involved in all planning
activities underway or under consideration. Consequently, these members
should be IAIMS’ source of information about enterprise-wide initiatives.
A caveat presented by the CIO’s concerned the need to specify a governance
model for the integration represented by IAIMS, specifically one that takes
into account the business models of the HSC entities.
Communication/Web Presence
Valerie Frey-McClung reported the need for better internal and external
communication across the HS Enterprise has become a common theme in all
IAIMS planning activities. So the IAIMS Program will be addressing how
communication can be improved by tackling the web presence redesign. The
HS web page should be redesigned so it reflects the entire HSC, including
UHA and WVUH.
Hot or breaking news is one feature that IAIMS planners have requested.
Bill Case, Manager of the News Service, has stated his willingness to work
with IAIMS. His office distributes news releases by e-mail. The releases
are also posted on the WV Health Page. In addition, the News Service forwards
relevant stories from newspapers around the state by e-mail. Mr. Case recommended
that IAIMS also contact Daniel Moses who maintains the WV Health Page and
the Physician Page.
An Enterprise-wide, web-based directory is another recommendation that
has come out of IAIMS activities. None of the directories that are currently
available are all inclusive. Academic Technologies has developed a web-based
database that may be the basis for the requested HSC-wide directory.
The need to reconvene the Health Sciences WWW Advisory Committee was
discussed. This group, which historically has included representatives
from the Associate Vice President level, would have input into the redesigned
web presence.
Rebecca Rodd announced that WVUH/ UHA would be moving to MS Exchange for
e-mail and calendar software after the first of the year. Laura Roth noted
that Information Systems Operations had also been exploring MS Exchange,
but had not made a final determination.
David Swartz stated that WVU is exploring whether Novell MLA is possible.
If it is, the University might choose Groupwise. He expects a decision
shortly.
Discussion then centered on whether MS Exchange would provide the information
needed for an Enterprise-wide directory, if it is universally adopted throughout
the Enterprise. Program Team members commented that if MS Exchange can
provide all the needed information, IAIMS should not pursue the use of
the newly developed database application.
IAIMS will spearhead the effort to provide the much-needed Enterprise-wide
directory, and will work with the various units to determine which path
to pursue.
IAIMS Activities
Kevin Halbritter commented that he would like IAIMS to participate in
Medsite development. Specifically, he hopes that IAIMS can get interested
providers involved in the design of Medsite. Medsite may become the foundation
for a data repository, so IAIMS involvement in its development is an opportunity
for cooperation and collaboration. IAIMS Program staff will work with the
Clinical Focus Team to explore this opportunity.
Proposed Oracle Health Informatics Meeting
Rusty mentioned that Oracle is interested in an information exchange
meeting with IAIMS participants. He proposed that the meeting be held in
early to mid January and asked whether Program Team members would be interested
in participating. Several members confirmed their willingness to attend
or participate. Topics for the Oracle meeting include CMIL, the Center
on Aging prototype for statewide intake services, Medsite, and IAIMS.
