The dissertation will also analyze, descriptively, the effect of tax policy on state mortality rate related to cigarette use. It is expected that this study will explain the relationship among cigarette tax, price, and consumption in a better way than existing analysis or study as it covers three different phases of public policy, policy determination, policy outcome, and policy impact, and it will also address the tax policy endogeneity issue.
