POSITION SUMMARY: Responsible for design, development, testing, implementation and maintenance of new and legacy systems.  Assists customers in identifying systems solutions to meet functional needs, streamline, and ensure patient safety and confidentiality. 

 

 

 

 

 

 

 

 

 

MINIMUM QUALIFICATIONS:

EDUCATION, CERTIFICATION, AND/OR LICENSURE:

1.

Bachelor’s degree in healthcare, computer science, business, informatics or related field OR four (4) years’ experience performing system analysis with business, clinical or administrative applications required.

2.

This position may require additional certification in support of the responsibilities of the position, which will be provided by WVUHS Information Technology. Certification completion will be required within four months of formal certification training completion.

EXPERIENCE:

1.

Four (4) years’ experience performing system analysis with business, clinical or administrative applications required.

2.

Internal employees must meet all mandatory competencies in current position in order to qualify for promotion within IT.

 

 

PREFERRED QUALIFICATIONS:

EXPERIENCE:

1.

Business Applications

a.     Experience using Enterprise Resource Planning (ERP) workflows such as: finance, supply chain, HR/payroll preferred.

b.    Experience with business operations workflow in a healthcare environment preferred, such as admitting/registration, appointment scheduling, billing, insurance verification, accounts receivable, collections, physician credentialing, and/or HIM (Medical Records) preferred. 

c.     Experience with financial statement preparation/analysis, financial systems administration and accounting workflows.

2.

Clinical Applications

a.     Experience in an inpatient or outpatient clinical setting preferred.

b.    Experience with patient flow, physician/clinician workflow, medical terminology, and the medical record, preferably in the clinical area to be supported by this position, preferred.

3.

Web Applications

a.     Web Service experience preferred.

b.    Experience with IE, XML & HTML preferred.

c.     Experience with Crystal Reports preferred.

4.

Integration/EDI

a.     Knowledge of HL7 Message Structures, HL7 Events, and other healthcare interfacing standards strongly preferred.

b.    Experience leading or managing projects required.

 

CORE DUTIES AND RESPONSIBILITIES: The statements described here are intended to describe the general nature of work being performed by people assigned to this position.  They are not intended to be constructed as an all-inclusive list of all responsibilities and duties.  Other duties may be assigned.

1.

System Analysis: Independently analyze complex system issues and workflows. Independent research of issues, analysis and judgment to produce solution options. Independently completes modification requests as assigned. Leads the implementation of system modifications. Leads functional and integrated testing for complex workflows. Knowledgeable of the existing user workflows. Independently monitors and corrects system errors. Independently oversees system configurations and design options to make appropriate recommendations for system maintenance or project decisions. Continually identifies areas of opportunity for enhancement. Acts as technical expert. Clearly communicates and acts as liaison between IT and supported user groups. Oversees user security. Conducts audits of system or user activities as required. Maintains an understanding of supported applications. Acts as the point person for enterprise meetings as assigned. Oversees and/or independently imports and exports data. Mastery of application specific tools to create reports.

2.

Problem Identification and Resolution: Quickly assesses production problems and escalates appropriate follow up. Prepares test scripts and participates in testing. Completes proper documentation of issues and requests as per policy. Uses analytical methods to analyze and revise existing systems with complex workflows. Monitor and corrects system errors.

3.

System Management: Assessment of, and recommendations for, vendor application packages for upgrades and enhancements. Independently utilizes various industry resources (journals, internet, conferences, user groups, etc.) to stay current on vendor offerings and features/functions that might meet the needs of the customer/organizations; and makes recommendations. Plans, attends and evaluates vendor demonstrations, reference calls and site visits as assigned. Develops, maintains and monitors output of appropriate reports. Participates in any RFP/RFI activities as assigned. Independently creates and updates test scripts.

4.

Project Coordination: Develops realistic work estimates, financial budgets, and project schedules. Assists and mentors others involved with project planning and execution. Proactively apprises management of issues effecting project status and offer solutions to solve the issues. Assesses appropriate work effort for a task or project and supply progress reports. Review project deliverables for accuracy and provides assistance and mentoring to others. Lead major team installations. Leads team assigned projects from beginning to end. Evaluate vendor proposals by reviewing requirements for the product to select the most appropriate system and/or vendor. Reviews assigned tasks daily, updates project management database and informs management of any identified issues or barriers.

5.

Team Building: Leads departmental teams. Coordinates team cross training. Leads new technology projects and shares knowledge with team members. Creates presentations and/or reports for staff meetings.

6.

Training & Education: Mentors associate and systems analyst educators in curriculum content development and adult learning principles based on a sound understanding of best practices. Plans, develops, and implements new training curriculum and training programs. Participates in strategic planning to facilitate broad organizational initiatives. Provides leadership in planning, development, and direction of system training environments.

7.

This position may require travel to other West Virginia United Health System (WVUHS) facilities or affiliated sites to assist with implementations, training, and/or support.

8.

Adheres to the established policies of the WVUHS as well as the policies of the entity or entities where the IT team member is assigned to work and/or employed.

9.

Accepts on-call responsibilities and responds with action, either by phone call or on-site as defined by Department Policy.

10.

Other duties may be assigned.
