POSITION SUMMARY:    The Laboratory Manager is responsible for guiding the operations of the clinical laboratory.  Responsibilities include oversight of the clinical laboratory and the personnel performing testing services to ensure that University Healthcare Hospital goals are met along with maintenance of compliance with the organization’s policies, procedures and local, state and federal laws.   

 

 

 

 

 

 

 

 

MINIMUM QUALIFICATIONS:

EDUCATION, CERTIFICATION, AND/OR LICENSURE:

1.

Bachelor’s Degree in Medical Technology or a related science. 

EXPERIENCE:

1.

A minimum of three years clinical laboratory supervisory experience. 

2.

One (1) Year experience with laboratory regulatory and accreditation requirements.

CORE DUTIES AND RESPONSIBILITIES: The statements described here are intended to describe the general nature of work being performed by people assigned to this position.  They are not intended to be constructed as an exhaustive list of all responsibilities and duties.  Other duties may be assigned.

1.

Manages Laboratory staff.  Interviews, selects, directs departmental training and orientation, and assigns departmental staff.  Develops and maintains standards of performance for criteria based position descriptions, competencies and performance appraisals.  Makes recommendations for personnel actions such as merit increases, promotions and disciplinary actions.  Performance appraisals must be completed by annual established deadline.  Provides timely feedback.  Follows through and implements corrective action plans. 

2.

Conducts monthly staff meetings in collaboration with System Director to communicate information, to develop departmental goals, to solve patient care and departmental problems, and to encourage cooperative, collaborative relationships and promote team efforts. 

3.

Encourages professional development of departmental personnel through in service education and external education programs.  Schedules and adjusts staff to meet facility needs considering staff competency, established standards and regulatory requirements, including appropriate supervision, and wage and hour law.

4.

Develops the department operating budget in collaboration with the System Director of The Laboratory; monitors and maintains the operating budget within the specified limits through the initiation of efforts which promote efficiency, reduce waste and improve services.  Develops capital expenditure budget in collaboration with System Director of Laboratory.  Maintains and reports departmental information and statistics for administrative and regulatory purposes meeting the required time standards.

5.

Develops, implements, maintains and interprets to staff, and when appropriate to others, policies, procedures, standards of service and practice for the department regarding budget and financial issues.  Exercises proper stewardship through the appropriate use of supplies, equipment, and time. Flexing of staff schedules to maintain budget based on fluctuations of client census. 

6.

Consistently documents to ensure that supplies are accurately charged.  Advises Director of the Laboratory of specialized departmental needs.

7.

Follows hospital, state and federal guidelines for ensuring safe environment for workers, patients and public.  Maintains and monitors staff compliance with hospital and department policies and procedures for safety, security, and infection control.  Develops and implements processes to assess and improve the services provided and compliance with regulatory requirements.  Complies with The Joint Commission and HIPAA. Ensures the facilities and equipment for patient services are maintained to promote comfort, efficiency and safety for patients and staff.  

8.

Obtains work related continuing education as required for professional certification.  Provides direction and oversight to the waived testing program in collaboration with the Laboratory Medical Director and appropriate nurse leaders.

9.

Provides patient services consistent with certifications/licenses when necessary.  Communicates and interacts with clients, families, visitors, physicians, departmental and hospital staff and the public in general in a manner that demonstrates professionalism and concern for the individuals' need(s).

10.

Remains current and responsive to changes in healthcare and delivery standards established by professional organizations, regulatory and accrediting bodies and the needs of the organization.  Provides train-the-trainer guidance to laboratory staff who in turn trains others outside the department regarding lab ordering, specimen collection and labeling procedures, waived testing techniques, and other applicable laboratory processes or procedures.

11.

Develops and maintains processes to ensure that all testing systems used for each test performed in the Laboratory provide quality for all aspects of test performance (preanalytic, analytic and postanalytic) and test methodologies selected have the capability of providing the quality of results required for patient care.  Ensures that the physical plant and environmental conditions are appropriate for testing performed and provides protection from physical chemical and biological hazards for employees.

12.

Ensures that verification procedures used are adequate to determine accuracy, precision, and other pertinent characteristics of testing methods.  Ensures that laboratory personnel perform testing as required for accurate, reliable results. 

13.

Develops and maintains a process to identify failures in quality as they occur; ensure that all necessary remedial actions are taken and documented whenever significant deviations from established performance characteristics are identified: and ensure that patient’s test results are reported only when systems are functioning properly.

14.

Ensures that the Laboratory is enrolled in an HHS-approved proficiency testing program.  Ensures that proficiency testing samples are tested as required and that results are returned within the time frames established by the testing program.  Reviews testing report to evaluate the laboratory’s performance and identify any problems that require corrective actions, when necessary, develops, implements and maintains a corrective action.

15.

Develops and implements a process to assess and improve services provided and to ensure compliance with regulatory requirements.

16.

Participates, encourages and facilitates the participation of staff, in hospital-wide process improvement efforts as needed.
