State Planning Grants Program
The HRSA State Planning Grants Program provides funding to
states to assist in the development of programs that are designed
to increase public access to affordable health coverage. In
2002, West Virginia, along with eleven other states, was awarded
a HRSA State Planning Ggrant.
West Virginia HRSA State Planning Grant
West Virginia, like other states across the nation, has a
significant uninsured population. On any given day nearly
220,000 of West Virginia’s adults ages 19 to 64 are
without health insurance coverage. While West Virginia’s
efforts at providing health coverage to children has been
a resounding success, 6.6 percent (28,371) of the population
18 and under still lack coverage. Recognizing the importance
of expanding public access to affordable health coverage,
the West Virginia Health Care Authority applied for, and was
awarded, a HRSA State Planning Grant. The work of the WV Health
Care Authority, together with its managing partner, the WV
Institute for Health Policy Research, is guided by the following
two goals:
- To assure that the current levels of coverage
in West Virginia’s public and private healthcare programs
are maintained; and
- To develop an incremental plan that makes
affordable quality coverage available to all West Virginians
and reduces by half the non-elderly adult uninsured rate
from 20 percent to 10 percent within five years.
